There are 5,040 ways to hand out seven powers to seven players. DipInit checks every one of them and adds up the number each player gave to the power they would get. The allocation with the lowest total wins.
If several share the lowest total, the one where the unluckiest player fares best wins. Whatever is still tied after that is genuinely equally good.
